County Highway 3 Construction Update

Project Aitkin County Highway 3 Reconstruction

Length 3.24 miles

Segment Description From 0.25 miles west of the intersection of County Highway 3/County Highway 62 to the intersection of County Highway 3/Minnesota State Highway 65

Project Schedule November 2019 through May 2020: Tree clearing and stump grubbing/grinding.

June 2020 through September 2020: Bituminous pavement removal, grading, culvert placement, and aggregate base

September 2020 through June 2021: Aggregate Base and Bituminous Surfacing

Current Project Update May 10, 2021

Work resumed during the week of May 3rd, 2021, to complete the remaining construction. The planned schedule for the remaining work is as follows:

Work during the week of May 10, 2021, will include placement of the concrete curb and gutter and finishing of the all-terrain vehicle trail.

Work during the week of May 17, 2021, will include slope finishing operations and final placement/finishing of the mainline aggregate base.

Work during the week of May 24, 2021, will include bituminous paving.

Work during the week of May 31, 2021, will include placement of aggregate shouldering material, final slope finishing operations, final turf establishment operations, and placement of pavement markings, signs, and guardrail.

The project is anticipated to be completed by the first week of June, 2021.

The road will be open to traffic throughout the remaining construction work with single lane closures and flagging operations to safely direct traffic through the construction area. Please drive slowly and strictly adhere to all work zone signage and traffic control operations.


Previous Updates

October 29, 2020

Due to significant snowfall and cold temperatures over the past two weeks, operations to place concrete curb and gutter and bituminous pavement have not been able to occur. With continued cold weather forecasted and with site conditions that now include significant frost in the roadbed, remaining work on the project will be suspended until the spring of 2021. The project detour is no longer inplace and all traffic can now travel through the project area. Please drive slowly on the aggregate surfaced road and be aware of unfinished construction conditions that exist beyond the driving surface of the road.

October 7, 2020

With construction of the roadbed/slopes nearing completion, placement of aggregate base is scheduled from October 5, 2020, through October 16, 2020. During aggregate base placement, additional operations to finish ditches/slopes, place concrete curb and gutter, and jacking of the bridge approach panels will be taking place. Upon completion of the aggregate base, bituminous pavement will be placed over a six-day period. Shouldering, pavement markings, turf establishment, and sign placement will take place following the completion of paving. All construction activities are scheduled to be completed by early November.

During this final four-week construction period, there will be many construction vehicles present on the road working on the various construction activities. Therefore, thru traffic will continue to be detoured around the construction area using TH 65 and County Roads 62 and 71 as shown on the map below. Local access to properties located within the construction area will be provided at all times. However, please use extreme caution when navigating through the various construction activities that are taking place.

September 1, 2020

Beginning Tuesday, September 1, 2020, construction crews will be working to reconstruct the road in the Phase 3 construction area as shown on the map below. During this period, both the Phase 2 and Phase 3 construction areas will be closed to thru traffic with local access for properties located within the construction area provided at all times.

Traffic will continue to be detoured around the construction area using TH 65 and County Roads 62 and 71 as shown on the map below. When using this gravel surfaced detour route, reduced speeds are recommended due to sharp curves, narrow lanes, and loose gravel on the surface. Driving slower will also help to reduce rough driving conditions caused by the washboard effect that will likely occur as a result of the increased traffic volume on the gravel surfaced road.

Access to the Minnesota National Golf Course entrance will continue to be as shown on the map below, with the only access being from the west on County Highway 3. Additional signage for Minnesota National Golf Course and Larson’s Barn will be provided to help direct traffic to these businesses.

July 31, 2020

Beginning Monday, August 3, 2020, construction crews will be working to reconstruct the road in the Phase 2 construction area as shown on the map below. During this period, the Phase 2 construction area will be closed to thru traffic with local access for properties located within the construction area provided at all times.

The detour around the project area will also be revised effective Monday, August 3, 2020, to utilize Aitkin County Roads 62 and 71 as shown on the map below. When using this gravel surfaced detour route, reduced speeds are recommended due to sharp curves, narrow lanes, and loose gravel on the surface. Driving slower will also help to reduce rough driving conditions caused by the washboard effect that will likely occur as a result of the increased traffic volume on the gravel surfaced road.

Access to the Minnesota National Golf Course entrance will continue to be as shown on the map below, with the only access being from the west on County Highway 3. Additional signage for Minnesota National Golf Course and Larson’s Barn will be provided to help direct traffic to these businesses.

July 27, 2020

Beginning Monday, July 27, 2020, construction crews will be working to remove the bituminous pavement on County Highway 3 from State Highway 65 to Minnesota National Golf Course entrance. This work will take three to four days to complete. During this period, single lane closures will be utilized with flaggers directing traffic thorugh the construction area.

County Highway 3 from the west end of the project to the Minnesota National Golf Course entrance will continue to be closed to thru traffic for construction of the new road in this area. Local access for properties located within the construction areas will continue to be provided at all times.

July 9, 2020

In addition to the hard road closure currently inplace on County Highway 3 east of the County Highway 62 intersection, beginning Tuesday, July 14, 2020, there will also be a hard road closure inplace just west of the County Highway 62 intersection that will restrict the movement of traffic from County Highway 3 west of the project area to County Highway 62. This hard road closure west of County Highway 62, which is anticipated to be inplace for seven to ten days, is needed to construct the new roadbed west of the County Highway 62 intersection. While this hard road closure is inplace, thru traffic will be required to follow the signed detour route using State Highways 65 and 210 and County Highway 5 as shown on the map below. An update will be posted on this website when the hard road closure west of County Highway 62 has been removed.

The public access to Rat Lake will also be closed during this same period to allow construction of the intersection of County Highway 3 and 241st Place.

Local access for properties located within the construction areas will continue to be provided at all times. The direction from which local access will be be provided may change depending on the location of construction operations within the constructon areas. For local residents to access properties, please drive slowly and safely through the construction area as there will be large construction equipment working to construct the new road. When driving through the construction area, please strictly adhere to all work zone signage and traffic control operations and be prepared for adverse driving conditions. If a traffic restriction is encountered, please patiently wait for directions from construction workers before proceeding through the construction area.

June 8, 2020

Beginning Monday, June 8, 2020, thru traffic will be detoured around the County Highway 3 project area as shown on the map below.

Phase I construction as shown on the map will also begin on Monday, June 8, 2020 from the west end of the project to the Minnesota National Golf Course entrance. During the Phase I construction period, there will be two types of road closures inplace. A soft road closure will be used to restrict thru traffic but allow local traffic for property access. The soft road closure will be marked with a line of barricades and Road Closed, Local Traffic Only signage. For the soft road closure, there will be a gap in the barricades for local traffic to drive through. A hard road closure will be used to restrict all traffic including local traffic. The hard road closure will be marked with a continuous line of barricades and Road Closed signage. A hard road closure will inplace at all times during the Phase I construction period. Local access for properties within the Phase 1 construction area will be provided at all times. The direction from which local access will be be provided will change depending on the location of construction operations within the constructon area. To access properties within the Phase I construction area, please drive slowly and safely thorugh the construcion area as there will be single lane closures and large construcion equipment working to construct the new road. When driving through the construction area, please strictly adhere to all work zone signage and traffic control operations and be prepared for adverse driving conditions.

May 29, 2020

Work resumed on Tuesday, May 26, 2020, to complete the clearing and grubbing/grinding of trees and stumps throughout the project area. Following completion of the clearing and grubbing work, road construction operations will begin.

Road construction operations will be conducted in three phases. The first phase of construction will be from the west end of the project to the Minnesota National Golf Course entrance. The second phase of construction will be from the Minnesota National Golf Course entrance to the County Highway 63 intersection. The third phase of construction will be from the County Highway 63 intersection to the east end of the project at the State Highway 65 intersection. Upon completion of road construction in all three phases, bituminous pavement will be placed on the entire project.

During all three phases of road construction, thru traffic on County Highway 3 will be detoured around the project area using County Highway 5, State Highway 210, and State Highway 65. During each of the three separate phases of construction, maps will be posted on this website showing this official detour route as well as access routes for the businesses located on County Highway 3.
