Office Support Specialist, HHS Department                                                TOP

Job Summary
To perform moderately difficult office support assignments requiring knowledge of agency programs, procedures and practices, and to serve as liaison between the general public and agency staff.

Minimum Qualifications
Must be eligible for appointment by the MN Merit System.

Administrative Support Diploma or college coursework in administrative support applications, business English, business communications, typing, Microsoft Office software, or closely related field, plus one or more years of general clerical experience.

Child Support Supervisor, HHS Department                                                TOP

Job Summary
To manage a caseload and to supervise the child support enforcement division which includes program direction, long and short term planning, supervision of staff, and coordination of policies and procedures. It is imperative that this position maximize incentive potentials which affect the amount of the county levy. Further, that the collection of child support is accomplished which improves the economic status of children and lessens dependence on public assistance programs.

Minimum Qualifications

Public Health Nursing Supervisor, HHS Department                                    TOP

Job Summary
To protect and promote the health of Aitkin County residents by planning, developing, implementing, administering and evaluating adult health and family health public health programs; and coordinating programs with county and community resources. To assure that Public Health nursing services to individuals, families, communities and systems are provided in a professional manner. To carry out assigned Community Health Service (CHS) Administrative duties as described in Minnesota State Statute and Rule.

Financial Assistance Supervisor, HHS Department                                    TOP

Job Summary
This position is responsible to coordinate major programs, in and across the Income Maintenance Unit which includes: Financial Assistance, Health Care, Managed Care, Welfare Fraud and the Social Service Child Care Programs. This position is responsible to provide leadership, manage and supervise Income Maintenance staff. This position is responsible for developing standards, controls and policies necessary to administer the various programs and services and assume responsibility for maintenance standards within the framework of established policies. To ensure that Public Assistance is provided to meet basic needs so Aitkin County residents can live in dignity and achieve their highest potential within compliance to current rules, regulations and policies. Coordinates activities of the income maintenance unit with other agency units.

Minimum Qualifications
Bachelor’s degree in social work, psychology, sociology, business or closely related field, plus 18 or more months experience as a Financial Worker (Eligibility Worker) or Child Support Officer or the equivalent.

Fiscal Supervisor / Collection Officer, HHS Department                                TOP

Job Summary

Child Support Officer, HHS Department                                                        TOP

Job Summary
To establish, modify and enforce child support orders for public assistance and non-public assistance clients, locate absent parents, interview mothers and alleged fathers to establish paternity, explain rights and obligations and negotiate settlements, initiate necessary legal actions, drafts legal documents, testify in court proceedings, and maintain all necessary and legal documentation.

Minimum Qualifications

Two years of experience as a Support Enforcement Aide or Collections Officer with responsibility for carrying out a part of child support collections.
or
Three years of experience in work related to child support collections in a county social services agency (e.g., providing clerical or other support services to the child support and collections unit).

Three years of college with emphasis in criminal justice, public administration, business administration, paralegal, social work, psychology, sociology, or other related human services field.

Accounting Technician, HHS Department                                                    TOP

Job Summary
To receive, sort, correct, and reconcile a variety of accounting documents such as invoices, payment vouchers, and billings. Posts data to appropriate accounts, reviews and codes financial information, disburses funds, makes deposits and prepares financial reports. Work is performed by applying knowledge of accounting terminology and through the use of spreadsheets, database software and/or complex computer systems. There is a large emphasis in recognizing errors and/or problems, recommending alternative solutions, and implementing these procedures independently.

High school diploma, or the equivalent, and two years of experience involving a combination of office support and bookkeeping responsibilities.

Financial Worker (aka Eligibility Worker), HHS Department                        TOP

Job Summary
To perform a variety of tasks related to the determination of eligibility of clients for income maintenance programs and services; establish initial and on-going eligibility for multiple income maintenance programs; communicates program requirements and assists program participants in understanding how to maintain eligibility; supports program participants in achieving the highest degree of independence and in addressing barriers to self-sufficiency; provides education, enrollment and assistance to managed health care enrollees; makes appropriate referrals to other community resources; and performs related work as assigned.

Minimum Qualifications
Must be eligible for appointment by the MN Merit System.

Three years of clerical experience or experience working with the public, or some combination of the two, totaling three years.
or
Two years of clerical experience in a social services/human services agency.
or
Two years of study at an accredited two or four year college or university or similar institution, with emphasis in the behavioral sciences, business, or closely related subjects (at least 23 quarter credits or 16 semester credits).
or
Successful completion of the technical college Public Welfare Eligibility Worker diploma program (applicants must be within six months of completion of the program).
or
Successful completion of the technical college Public Welfare Eligibility Worker certificate program will substitute for one year of the required clerical experience or experience working with the public.
