The Aitkin County Board of Commissioners met this 4th day of November, 2008 at 9:00 A.M. with the following members present: Chairperson J. Mark Wedel, Commissioners Galen “Tweet” Tveit, Brian Napstad, Dale Lueck, Paul Bailey, County Administrator Patrick Wussow, and Confidential Administrator’s Assistant Missy Kingsley. Motion by Commissioner Napstad, seconded by Commissioner Baiely and carried, all members voting yes to approve the November 4, 2008 agenda. Motion by Commissioner Lueck, seconded by Commissioner Tveit and carried, all members voting yes to acknowledge the October 28, 2008 corrected meeting minutes. Motion by Commissioner Bailey seconded by Commissioner Napstad carried, all members voting yes to approve the Consent Agenda as follows: Correspondence File: October 28, 2008 – November 3, 2008; B) Approve Minutes: October 16, 2008; C) Approve Minutes: October 21, 2008; D) Approve Part-Time Listing; E) Approve Easement on Land Sales Parcels. Motion by Commissioner Napstad seconded by Commissioner Tveit, all members voting that the Aitkin County Board as the Animal Control Authority finds that the evidence presented for “Gates”, is insufficient to prove that the dog’s behavior has changed, the Animal Control Authority therefore declines to rescind the potentially dangerous dog designation. John Welle, County Engineer discussed the Cuyuna Lakes Trail project and Aitkin County’s willingness to act as a sponsor of the project with the Board. Motion by Commissioner Lueck seconded by Commissioner Bailey all members voting yes to Support the City of Aitkin to Secure Funding and to Sponsor Phase II of the Cuyuna Lakes Trail Project in Aitkin County. Commissioner Lueck offered the following resolution, seconded by Commissioner Bailey and vote being taken, all members voting yes, it was duly to wit; Whereas, the Cuyuna Lakes Trail has been designated as a State Trail from Aitkin, Minnesota to the Paul Bunyan Trail in Brainerd, Minnesota, and Whereas, the City of Aitkin, Aitkin County, the Cuyuna Lakes Trail Association and the Minnesota Department of Natural Resources are working cooperatively to determine the preferred route for this trail in Crow Wing County and Aitkin County, and Whereas, the first of three phases of the trail construction in Aitkin County is anticipated to be constructed by 2009, and Whereas, the second phase of construction is being planned for 2013, and Whereas, this project is eligible for Transportation Enhancement Funds through the Northeast Minnesota Area Transportation Partnership, and Whereas, in order to be considered for funding, Aitkin County is required to sponsor this project for the City of Aitkin. Now, Therefore, Be It Resolved, that Aitkin County supports efforts by the City of Aitkin to secure funding for this project and further agrees to sponsor Phase II of the Cuyuna Lakes Trail project in Aitkin County. John Welle, County Engineer discussed a road swap in Spencer Township with the Board. Spencer Township is requesting that the County consider swapping County Roads 54N and 55 for the 2.95-mile segment of Spencer Township road from CSAH 5 in Rossburg to County Road 56 (350th Avenue). This topic will be brought before the Board at a future date. John Welle, County Engineer discussed County Ditch No. 21-Round Lake Outlet Dam with the Board. Complete Replacement of the dam is necessary. Use of con-con funds could be used for this project. Consensus of the Board is to bring this topic before the Board at a future date. Verbal discussion of Project Updates: S.A.P. 01-632-03 and S.P. 01-604-09, by John Welle County Engineer. 5 MINUTE BREAK Brain Napstad, County Board member discussed the Redesign Project with the rest of the Board, such as: 1. Water Management Single Administrative Body 2. Long-Term Funding Sources 3. Court Services-Technology 4. Voluntary Multicounty Collaboration in Public Health and Human Services 5. Categorical Aid Programs Responses will be e-mailed to Dennis Fink of St. Louis County and will also be sent to AMC by the end of the week.
