The Aitkin County Board of Commissioners met this 22nd day of January, 2008 at 10:14am with the following members present: Chairperson J. Mark Wedel, Commissioners Galen “Tweet” Tveit, Brian Napstad, Paul Bailey, Dale Lueck, County Administrator Patrick Wussow, and Confidential Administrative Assistant Tiffany Gustin. Motion by Commissioner Bailey, seconded by Commissioner Napstad and carried, all members voting yes to approve the agenda. Motion by Commissioner Napstad, seconded by Commissioner Lueck and carried, all members voting yes to acknowledge the January 15, 2008 meeting minutes. Under the Consent Agenda, motion by Commissioner Napstad, seconded by Commissioner Lueck and carried, all members voting yes to purchase a survey-grade GPS system from Frontier Precision, Inc. of St. Cloud, MN for a cost of $62,952.15. Bids were received as follows: Vendor City, State Quote Frontier Precision, Inc. St. Cloud, MN $62,952.15 (inc. shipping/tax) Seiler Instrument Sheboygan, WI $63,368.75 (plus shipping/tax) Under the Consent Agenda, Commissioner Napstad offered the following resolution, seconded by Commissioner Lueck and on vote being taken, all members voting yes, it was duly adopted, to-wit: WHEREAS, the Aitkin County Highway Department has requested to purchase tax forfeited land, for highway right of way purposes, described as follows: Part of Southeast Quarter (SE 1/4) and Southwest Quarter (SW 1/4) in Section Two (2) Township Fifty (50) Range Twenty-four (24) described as Parcel No. 6 as per Aitkin County Highway Plat No. 16 on S. P. 01-610-21 (S.S.A.H. No. 10) together with a temporary Slope Easement as delineated on said Plat. NOW THEREFORE, BE IT RESOLVED, that per that request, the sale of this tax forfeited land to the Aitkin County Highway Department for the purchase price of $4,400.00 is hereby approved. Under the Consent Agenda, Commissioner Napstad offered the following resolution, seconded by Commissioner Lueck and on vote being taken, all members voting yes, it was duly adopted, to-wit: BE IT RESOLVED, the Aitkin County Board of Commissioners agrees to approve the following Lawful Gambling License Renewal Application - Form LG200R - of the Minnewawa Sportsmens Club: Minnewawa Sportsmen Club, which has an address of 20322 Goshawk St., McGregor, MN 55760 – Shamrock Township Growlers, which has an address of 19037 Goshawk St., McGregor, MN 55760 – Shamrock Township Banns Bar & Restaurant, which has an address of 18870 Goshawk St., McGregor, MN 55760 - Shamrock Township Hillcrest Resort, which has an address of 20612 498th Ln., McGregor, MN 55760 – Shamrock Township Pier 65, which has an address of 48760 State Hwy 65, McGregor, MN 55760 – Shamrock Township Red Rock Bar & Grill, which has an address of 49463 202nd Pl., McGregor, MN 55760 – Shamrock Township During the meeting, the Board heard updates on the following committees: i) Personnel Committee; ii) Arrowhead Counties Association; iii) Arrowhead Regional Development Commission; iv) Central Minnesota Community Corrections – Executive Committee; v) Mississippi Headwaters Board; vi) Water Planning. After discussion, the consensus of the Board was to support County Engineer John Welle’s application to receive funds through the 2009/2010 Highway Safety Improvement Program (HSIP), High Risk Rural Roads Program (HRRRP) and Central Safety Fund. If obtained, the funds will be used to provide rural intersection lighting at nine intersections. Motion by Commissioner Napstad, seconded by Commissioner Bailey and carried, all members voting yes to set County Administrator Patrick Wussow’s salary at $84,157.57 (Grade G, Step 6 of the 2008 Compensation Schedule), effective January 1, 2008. Commissioner Napstad offered the following resolution, seconded by Commissioner Lueck and on vote being taken, all members voting yes, it was duly adopted, to-wit: BE IT RESOLVED, the Aitkin County Board of Commissioners set the 2008 salary of Aitkin County Treasurer Lori Grams at $59,800.00 based upon market, budget, experience, and duties of the office. Commissioner Lueck offered the following resolution, seconded by Commissioner Bailey and on vote being taken, all members voting yes, it was duly adopted, to-wit: BE IT RESOLVED, the Aitkin County Board of Commissioners set the 2008 salary of Aitkin County Sheriff Scott Turner at $76,180.00 based upon market, budget, experience, and duties of the office. Commissioner Bailey offered the following resolution, seconded by Commissioner Lueck and on vote being taken, all members voting yes, it was duly adopted, to-wit: BE IT RESOLVED, the Aitkin County Board of Commissioners set the 2008 salary of Aitkin County Auditor Kirk Peysar at $70,500.00 based upon market, budget, experience, and duties of the office. Commissioner Bailey offered the following resolution, seconded by Commissioner Napstad and on vote being taken, all members voting yes, it was duly adopted, to-wit: BE IT RESOLVED, the Aitkin County Board of Commissioners set the 2008 salary of Aitkin County Recorder Diane Lafferty at $63,801.66 based upon market, budget, experience, and duties of the office. Commissioner Napstad offered the following resolution, seconded by Commissioner Lueck and on vote being taken, all members voting yes, it was duly adopted, to-wit: BE IT RESOLVED, the Aitkin County Board of Commissioners set the 2008 salary of Aitkin County Attorney James Ratz at $97,000.00 based upon market, budget, experience, and duties of the office.
