The Aitkin County Board of Commissioners met this 26th day of February, 2008 at 11:05am with the following members present: Chairperson J. Mark Wedel, Commissioners Galen “Tweet” Tveit, Brian Napstad, Paul Bailey, Dale Lueck, County Administrator Patrick Wussow, and Central Services Secretary Julie Hughes. Motion by Commissioner Napstad, seconded by Commissioner Lueck and carried, all members voting yes to approve the agenda, removing 4) Courtroom Remodeling Sound System Quotes from the agenda and adding Consent Agenda item 3J) Lawful Gambling License Renewal Application – Form LG200R – of the Aitkin Lions Club. There were no public comments for the Board. Motion by Commissioner Bailey, seconded by Commissioner Tveit and carried, all members voting yes to acknowledge the February 19, 2008 meeting minutes. Motion by Commissioner Bailey, seconded by Commissioner Tveit and carried, all members voting yes to approve the Consent Agenda as follows: A) Correspondence File: February 19, 2008 – February 25, 2008; B) Approve Minutes: February 12, 2008; C) Part-Time Listing; D)Auditor Warrants as follows: Agency in the amount of $233,826.11; Total in the amount of $233,826.11; E) Auditor Warrants – Sales and Use Tax as follows: General Fund in the amount of $136.20; Road & Bridge in the amount of $421.83; Health & Human Services in the amount of $27.35; State in the amount of $7,046.00; Trust in the amount of $2.60; Forest Development in the amount of $21.46; Long Lake Conservation Center in the amount of $159.36; Total in the amount of $7,814.80; F) Application for Exempt Permit – Form LG220: Dead Moose River Longbeards; G) Accept Quotes for Courtroom Remodeling; H) Application for Capital Improvement Grant in Aide; I) Accept Quote for Pickup – Sheriff’s Office; J) Lawful Gambling License Renewal Application – Form LG200R – of the Aitkin Lions Club. Under the Consent Agenda, Commissioner Bailey offered the following resolution, seconded by Commissioner Tveit and vote being taken, all members voting yes, it was duly adopted, to-wit: BE IT RESOLVED, the Aitkin County Board of Commissioners agrees to approve the Application for Exempt Permit – Form LG220 – of the Dead Moose River Longbeards, at the following location – Jackson’s Hole, which has an address of 36232 Kestrel Avenue, McGregor, MN 55760 – Salo Township. Under the Consent Agenda, motion by Commissioner Bailey, seconded by Commissioner Tveit and carried, all members voting yes to approve the contract with Nor-Son Inc for the Courtroom remodel for an amount of $38,416.00. Under the Consent Agenda, motion by Commissioner Bailey, seconded by Commissioner Tveit and carried, all members voting yes to accept the low quote for carpet/installation for the courtroom remodel project from Aitkin Furniture and Carpet in the amount of $4,950.97. Under the Consent Agenda, motion by Commissioner Bailey, seconded by Commissioner Tveit and carried, all members voting yes to accept the low quote for fabric acoustical wall panels for the courtroom remodel project from Sound Concepts in the amount of $7,912.00. Under the Consent Agenda, Commissioner Bailey offered the following resolution, seconded by Commissioner Tveit and vote being taken, all members voting yes, it was duly adopted, to-wit: WHEREAS, the Willow River bridge on the Soo Line trail has been posted at a 5 ton weight limit due to deteriorating supports, and WHEREAS, the 5 ton weight limit will not support the grooming equipment, and WHEREAS, this bridge over the Willow River is a vital part of the ATV and snowmobile trail system in Aitkin County, Therefore, be it resolved, Aitkin County supports applying for funds from the snowmobile and ATV capital improvement funds to replace/repair the Willow River Bridge on the North Soo Line trail. Under the Consent Agenda, motion by Commissioner Bailey, seconded by Commissioner Tveit and carried, all members voting yes to approve the bridge design service proposal from Erickson Engineering of Bloomington, MN for the bridge over the Willow River on the North Soo Line Trail. Under the Consent Agenda, motion by Commissioner Bailey, seconded by Commissioner Tveit and carried, all members voting yes to purchase a 2008 Ford F150 4x4 Truck from Aitkin Motor in the amount of $22,535.00, not including the cost of sales tax, license, fees. Under the Consent Agenda, Commissioner Bailey offered the following resolution, seconded by Commissioner Tveit and vote being taken, all members voting yes, it was duly adopted, to-wit: BE IT RESOLVED, the Aitkin County Board of Commissioners agrees to approve the following Lawful Gambling License Renewal Application - Form LG200R - of the Aitkin Lions Club: Farm Island Store, which has an address of 29037 Hwy 169, Aitkin, MN 56431 – Farm Island Township VFW Post 1727, which has an address of 36558 410th Ave., Aitkin, MN 56431 – Aitkin Township Hidden Meadows Campground, which has an address of 42206 438th Ln., Aitkin, MN 56431 – Unorganized (48-27) Township Bob Goede, Account Executive for Minnesota Counties Insurance Trust (MCIT), presented Aitkin County’s 2008 Member Report to the Board. Motion by Commissioner Napstad, seconded by Commissioner Lueck and carried, all members voting yes to appoint Joe Wilson to fill the vacant County Park Commission seat in Commissioner District #4. Bonnie LeCocq, Court Administrator, administered the Oath of Office for Mike Dangers, Aitkin County Assessor. Commissioner Bailey offered the following resolution, seconded by Commissioner Lueck and vote being taken, all members voting yes, it was duly adopted, to-wit: WHEREAS, State of MN managed lands in Aitkin County are classified as limited relative to OHV use; and, WHEREAS, there is intermixed County and State managed land in Aitkin County; and, WHEREAS, recreational trails users routinely cross County and State land ownership when on the trail systems established in Aitkin County; and WHEREAS, it is generally in the public’s best interest to have consistent policy across County and State land ownership; and WHEREAS, the Aitkin County Forest Advisory Committee, consisting of members of the public, on February 14th, 2008, made a resolution to recommend to the Aitkin County Board of Commissioners a limited use of Aitkin County managed lands for recreational OHV use, THEREFORE, the Aitkin County Board of Commissioners resolves to classify Aitkin County managed lands as limited, relative to OHV use when appropriately signed. During the meeting, the Board heard updates on the following committees: i) AEOA; ii) Planning Commission Meeting; iii) Sub-Division Ordinance; iv) ARDC; v) Lakes & Pines; vi) Mille Lacs Fisheries Treaty; vii) Snake River Watershed; viii) Water Planning, ix) ATV Committee.
